最近用广电卡做通话测试的时候，发现了一次注册失败的记录。点开信令看到选到的小区PLMN是移动的。但是其他成功的记录选到的小区PLMN都是广电的。正常的话，用什么运营商的卡，注册的肯定是该运营商的PLMN，不懂为什么广电卡会注册到移动的PLMN，请问有大神能解答下吗？下面是log中的NR RegistrationRequest信令。本人除了看出来是移动的PLMN，其他看不出来什么异常，水平有限哈

那可以不固定PLMN，让设备自动选择PLMN

选PLMN是有先后顺序的，选到移动应该是广电的PLMN搜不到合适小区，才退而求其次选移动PLMN，可能是这个地方移动的站没有配广电的PLMN。

但我看到有成功接通的记录，这个小区是有广电的PLMN的...问了测试终端的厂家，它说这条信令属于网络测的更新，对实际业务不影响...我也不知道真假

更新有多种，刚开机注册是一种，周期性更新是一种，4、5G间变化时也要重新注册，可能是某种更新存在问题。反正只要一出现这种情况立刻投诉，让他们去查。

移动和广电本身有异网漫游协议，广电漫过去不影响正常业务使用就OK吧，除非影响到业务开展或者体验差。

SIM里面可以写入禁止的PLMN号，比如电信用户，他的SIM卡里面已经禁止了联通和移送的PLMN号。如果是一个新运营商，SIM的卡资料里面通常是没有写入的，因此SIM在接入的时候优选信号好的，不成功在依次选择PLMN
