请教上行参数maxRank和maxMIMO-Layers的区别

这两个参数，物理意义应该是一样的，在maxMIMO-Layers的描述中明确写着：“Indicates the maximum MIMO layer to be used for PUSCH in all BWPs of the normal UL of this serving cell (see TS 38.212 [17], clause 5.4.2.1). If present, the network sets maxRank to the same value.”既然这样，为什么不统一为一个参数呢？
